Why is the USS KIDD out of water?

The Mississippi River's water levels vary by as much as 40 feet per year because of the snow melts in the Rocky Mountains and the Appalachian Mountains. The reason the USS KIDD runs out of water is due to summer droughts. The ship sits in a cradle and you can walk underneath it. When the water levels rise hight, it can float again.
